It took me a second to realize:

About the biggest complaint I have is that, like so many other HK films around the time, it doesn't end so much as it just stops.

There's a season 2 episode that has a whole two minutes of this guy on screen, and while he's not particularly interesting in and of himself, his voice should be familiar- Matt Hill was a load-bearing pillar of mid-90s/early-00s (Canada-based) voice acting.
