Many Class C tower controllers are private contractors. Just like JPL still operating while NASA is furloughed, they likely have similar forward funding for a set time.

My coworker laid off yesterday. Went hiking today and ran into a massive California brown bear just above greater LA area in mountains. So you can hope for that!
