THAT'S "OUT OF CONTEXT" AND ANACHRONISTIC. In the 80's/90's the drug scourge was the number one issue among USA voters; because Reagan/GOP Conservatives hyped it as a "Drug War". Notice Biden spoke of INTERNATIONAL Drug force, NOT invasion/extra-judicial murder; and of PROSECUTING not BLIND KILLING!
