There is no way he meant to correct the trade imbalance by using tariffs. To do that, he would have had to be okay with the price of imports rising (tariffs 101) and he is not. It is becoming clearer everyday that he simply wants a cudgel and has landed on taxing Americans as a way to obtain one.
