World leaders are arriving in Kyiv for the third anniversary of Russia's full-scale invasion. EC President Ursula von der Leyen, Council President António Costa, and leaders from Spain, Canada, Latvia, Lithuania, and Estonia have arrived. 13 leaders are in Kyiv, with 24 more joining online.

FSB infighting – an explosion hit the office of collaborator Roman Podsudevskyi in occupied Prymorsk, Zaporizhzhia, on Feb 23. Podsudevskyi, a former Ukrainian border official who fled to Crimea in 2015, was targeted in an alleged Moscow-orchestrated FSB power struggle over territorial control.

Ukraine's General Staff has confirmed the attack on the Ryazan oil refinery overnight. Five explosions occured, resulting in a fire at the ELOU AT-6 crude oil processing unit. UA forces also carried out a strike on an oil depot in Tula, Russia, where a fire was confirmed near the "8 Marta" plant.

At night, Ukrainian drones once again attacked the Ryazan Oil Refinery which was subject to attacks already three times now. After the attacks, fires broke out.

At night, Russia launched 185 Shahed drones. A total of 113 were shot down and another 71 supressed by electronic warfare.
