Join the Friends of the Library. Membership fees are usually low and the money goes to a good cause. Being a Friend doesn't mean you have to volunteer (but you'll meet some great people if you do).

So the money is returned to the businesses who paid the tariff. But they jacked up prices to cover their cost which means they'll get a windfall. How does the consumer get reimbursed for the increased prices they paid?
