Create the hexes with the interesting things, have a list of things that will turn up in the less interesting spaces when the players rock up, but don't assign them to hexes. Instead of randomly rolling, just work your way down the list. If you get near the bottom, write some more.

I vaguely remember sort of enjoying Dalziel and Pascoe when it was originally showing, maybe. But it was so long ago we didn't have any choice but to watch what they were shovelling.

He likes reading the dystopian stuff. I think he wants to play the power fantasies, possibly because he's growing up in a world becoming more and more dystopian by the day.
