Honestly my theory is that Manny was a Khan's double agent and used his place in Novac to secure that territory for the Khan's at some point.

I honestly wouldn't be surprised if a retcon gets put in place stating Anthony sent Benny after the chip and convinced Ulysses that The Courier was a huge evil piece of shit to set the events of New Vegas into motion.

If I needed to go out into public to keep up appearances and wanted to make my brother look like a villain, I looked similarly enough to my brother and I wanted to set a plan into motion to topple him I'd sure as shit pretend to be my brother to do some evil shit in broad daylight.

I think they're hinting at it being Anthony in the bar in all honesty. I think it's plausible. While crazy and in his special hat stage he could have very well set a plan into motion with some outliers of Vault-tec to thwart his brothers plan. He might have been crazy but he wasn't exactly dumb.

In Bethesda's case it's that they've done it multiple times. It's that they've gone on to monetize mods and make it into an entire DLC market and some creators are missing kickback. It's that Fallout 76 was a mess on launch and that Starfield was a lackluster experience so it's multiple strikes.

And I say ALL of this because I looked up to this company when I was child and I see what it's become and it instills sadness in me because I may not live to see TES6 that was teased nearly a decade ago now.
