Main findings:

· Incumbents don’t always shy away from attack ads.

· Personalization effects vary significantly across states.

· Issue-based ads are less likely to go negative, but context matters.

We examine how incumbency, personalization & issue focus shape campaign tone in subnational elections: Bihar (2020), West Bengal (2021) & UP (2022).
