Taken together, it seems like any H1-B holder trying to return to the USA after today is subject to the restriction. At the very least, absent very clear guidance from the govt, airlines will likely deny boarding for H1-B holders trying to fly back to the US after today.

It seems like the restriction on entry sans $100k starts tomorrow, regardless of whether already have said H1-B visa.
