I don't know where you're getting that information from, but it does not appear to be accurate. The shooters were not dead at the time he ran up, and he kicked the gun away instead of taking a video.

So potentially very good use case but being overseen by the most irresponsible group imaginable and also contributing to a general AI PR boost campaign that is actively harmful.

Depends when you're talking about. A small amount of evidence supporting it has always been there, and more has emerged over time. It has gone from far less likely to modestly less likely as an explanation.

No one outside of researchers who are tasked to look into it.
It's a potential theory but 1) still less likely than natural origin 2) highly politicized 3) often mixed with bioweapon conspiracies 4) a cause celebre for contrarians who want to feel like they're being silenced as they shout loudly

Can't carve out what you're describing without a constitutional amendment unless SCOTUS tries a naked power grab and we go into *another* constitutional crises on top of what we are already facing.
An actual amendment does not seem feasible in the near future.
