To make phosgene, you need strongly oxidising conditions, a lot of energy ('phosgene' means 'light generated') and a lot of carbon and chlorine.
None of these are present in a decomposing tear gas cartridge to the degree that phosgene (or its derivatives) would become a hazard in their own right.

If someone fires a cartridge at you, just get out of there and stay away from it. 'Street chemistry' won't save you, then or at any other time.

In CA, I had same-day voter registration. I could vote by mail very easily. I could vote anywhere. Ballots were in 8 languages. We got voter guides in advance.
In Ohio, you must register 30 days in advance. Vote by mail requires mailing in a form. You can only vote at one place near your home.
