There's a bigger play going on here. Slumlords coordinating with ICE to roust tenants, steal or destroy their stuff, damage the building so its uninhabitable. All to trigger legal expedited evictions, make insurance claims, and then sell to developers.

I think he is hoping for violence…especially if it is a catalyst for wider protests. He is itching to declare martial law. And he is also just a nasty vindictive person.
