I’m no lawyer, but it sounds like between the multiple videos and eyewitness accounts, plus whatever incriminating stuff on the killer‘s phone can be subpoena’s through the cloud, Keith Ellison should have probable cause to arrest this man before he kills again.
45 seconds after the shooting, in the same video, the camera app appears to be visible on the agent’s phone as he walks away from Good’s vehicle.
