I asked for a reference, that's not the same thing as assuming it wasn't true. The reference makes it clear that what is being discussed would only apply to people who illegally gained citizenship but this was left out of the original point raised about this which is an important distinction.

They likely designed it from day one to handle 1 user just as well as tens of millions of users, they just need to scale up their service instance capacity.
