My advice to help a mentee is to share with them successful grad school apps (ideally recent apps). This is where your network of scientists is valuable - someone will be willing to share. Also, be sure to write a very detailed rec letter for them.

From my experience, connecting with faculty can be helpful for getting some insight into the program but won't make-or-break your application. Having chatted with a prof can help in tie-breaker situations, but rubric review scores are our main focus.

I'm a program recruiter - you can reach out to recruiters if one is listed online or faculty of interest, but "just apply" is probably the answer you'll get. Unless it's a department that can direct-admit students, everything has to go through the standard app review committee.
