Good catch. I was also monitoring the frequency. If you check the live stream for Squeaky Wheel it also sent a voice codeword at 16:40:18 UTC 3363.5 kilohertz USB. Phonetics were same as the Morse callsign УCOПЛAН

It is only the Buzzer station when the radio operator switches off the Buzzer channel marker, uses the callsign and sends the voice codeword message twice. They will then turn on the channel marker.

The other signals are mainly pirate radio trolls broadcasting music, etc on the 4625 kilohertz USB frequency. For example Swan Lake. The conspiracy people/media went crazy! It isn't the Buzzer just radio pirates. You can hear the buzzer channel marker in background.
