I fail to understand what you expect the US government to do to provide Internet access to the people of Iran. There are methods of getting around censorship already. I am certified in IT networking and security so I'd be interested in details on what you are proposing.

Another way to look at it is 16% of the Dutch are not securing their Wi-Fi. Or, I suppose, they are really nice and giving out their Wi-Fi credentials to their neighbors.
