The rules for when SNAP can be terminated outside the normal recertification timeline (every 6 months or annually depending on the recipient's age, work and/or disability status) are Federal laws. Any wholesale termination of benefits by state government should trigger immediate litigation.

If they change a bunch of SNAP rules then the automated systems that most states use to determine eligibility and issue benefits will need months to catch up. Most run off very antiquated mainframe systems. Job security for coders over 50 I guess...
