It’s vague. In theory, if you’re transgender with a visa indicating gender assigned at birth, and your honest stated reason for entry is to purchase a MAGA hat, you’re probably ok.

Not to be perverse, but would judge Ho consider dismissing all charges against Adams with prejudice? The federal case against Adams would be gone, but so would Trump's control of Adams. NYC could continue its current policies re immigration.
