Since this post I have played another 25 hours. There is no time or money that could make this game anything more than a way to pass time. It is atrociously mediocre. It is truly one of the games of all time and surely is set in the time it is. I really want to finish it, just so it's not another-

-had a slightly lower development (174mil vs 150) budget and just under 2/3 the time to be developed (8 years vs 5), but I feel like the difference is far greater than that. Maybe if just a little bit more time and money was put in, it could've been a far better game than it is.
