As far as the police go, then, they can all lose their jobs and be given to citizens that will uphold the actual laws. And the state does control the guard and something can be done there too. Seems to be easy enough to strip veterans of rank and benefits so it should be easy for weekend warriors.

I believe you can withhold the withholding. It’s just that it was a matter of convenience I guess to have that automatically deducted. The reason you get a refund or have to pay in depends on if your withholding was too much or too little.
