Except you aren't chair of the committee with direct oversight of the FCC, so you can't actually do anything about it yourself. Ted could, but he has not done a thing other than making that statement.

You can. But don't picture that as a circle that stays over the 5-degree latitude. It would be tilted at 5 degrees, and would waver between 5 degrees North and 5 degrees South, crossing the Equator twice each day. But it would stay over the same longitude while it does that, if it is at geo-sync.

Isaac Asimov wrote that in early SF, all robot stories were either *robot as menace* or *robot as pathos*. He created his 3-laws robot stories to create another type, where robots were simply serving a purpose and at worst they sometimes mystify humans. I hope we get that before full sentience.
