I think they were trying to get the PFZ ordinance passed before end of 2021. The vacated land next to train tracks/highway not necessarily easy to develop. Ideally need to center PFZ over geographic center of hotel revenue. Potential problems with land acquisition/neighborhood opposition elsewhere.
