I've always liked to think of it as "lean" government, not "small". In the modern world small government is a myth. Air quality, water quality, food and medical device safety, public health - all these things cannot be handled at state level. But you can make a federal government lean and efficient.

The Greens only have 3 seats in the Norwegian Parliament. Apparently about 10 people a year in Noway obtain asylum based on sexual orientation. I am not sure this is as big a move as people want to make it out to be. I think it's more a declaration of support rather than any solid legislative move.

1/ I don't think this is entirely false actually. I found this, which is a link to a Norwegian article translated by Google. I would be leery of potential mistranslation but what I draw from this is her party, the Greens, are broadly supportive of the notion of asylum for trans people.
