Even if the GOP Congress passed a law (signed by Trump or with a veto override) establishing "such other body", they'd still need Vance to agree.

Grimjack was supposed to return after the main character died (again), but got caught up in the First Comics bankruptcy.
It did at least end the major story arc, but there should have been more.
