And worryingly a long-standing labour councillor before the group had a hissy and thought they were better alone (guess how that went at last county election) so should have known a hell of a lot better, not least the direct line of head of housing to snub it out

I never got it either but that note seems to differentiate between an over staying tenant and an overstaying non-tenant. Presumably wherever possible you should grant use and occupation to a non-tenant. In my experience it tends not to be the tenant still in situ, but mesne profits used for both
