As a former local police officer and trainer I can say that Graham V Conner is the preeminent case and supreme guiding principle behind LE UOF. I urge people to read it. Although UOF is based on the totality of the circumstances, it appears that in many cases 4A rights are clearly being violated.

Reasonable suspicion is articulable facts that an officer believes a person has committed a crime, is committing a crime, or is about to commit a crime. How are they articulating that someone just standing on the street is unlawfully in the US if they aren’t basing it solely on their race?
