The jobcentre assumes this too. Problem is, if you are someone who is self employed because you can't get a job in your field of work, and aren't earning much, they want to wash their hands of you and turns you away from claiming top up benefits. They assume you are loaded. Many are not.

You think pedestrians should just walk out in front of moving vehicles without considering that they won't be able to stop in time to avoid hitting you? It's hardly blaming pedestrians, it's making sure that you don't end up broken or worse because you stepped out without looking.
