Matthews suggests that they have more time to work on how winding down sales of existing animals. Pritchett thinks that they should add exotic birds to bans too, thinking of ones that pull out their won feathers. Lankella also thinks that other species are important, but puppy mills are biggest prb.

Duncan is trying to write language for a grandfather clause on the floor, but Mayor says that the city attorney needs to review it. (HOW ABOUT YOU JUST TAKE THE GUINEA PIGS OUT!!!!) Tishler thinks we might add more animals.

Guequierre supports the rabbit amendment, saying his kids had rabbits and he thinks their welfare is important.Ald Mayer asks whether any rabbits/guinea pig are for sale. Duncan says Pet Smart has guinea pigs, but hopes there would be a delay to allow them to sell(but law would take effect immdtly).

Evers says that he will work to study whether to add additional species in the future if Duncan's alternate fails (WE WILL HOLD YOU TO THAT!!!!). Ochowicz supports Duncan's alternate-he thinks that general animal welfare concerns that also apply to other animals.

Mayer was originally skeptical of the original, but when he was a kid dogs and cats were sold, and so could happen again. Evers wishes Duncan's amendment would have come forward sooner (though he did reach out). But he doesn't support the alternate, because residents haven't been able to look at it.

Duncan says that rabbits and guinea pigs are raise in huge industrial settings and sometimes released to die in the environment if unwanted. This causes a great deal of suffering. He worries that not adding them now will prevent them from ever being added.

Evers sees this ordinance as "disrupting the pet store- puppy mill" pipeline. He thinks that direct regulation of puppy mills won't work as well. Duncan moves his alternate to include rabbits and guinea pigs. He says that they make up sig # of animals surrendered to shelters.

Now on to a ban on selling cats and dogs in pet stores in Madison. Evers calls the puppy mill industry is cruel, and so eh thinks Madison should make that more difficult. No pet stores sell them currently, but a place like Petland could come in some day.

THC regulations pass, with restrictions on locations of new businesses pass 13-5 Pritchett, Verveer, Harrington-McKinney, Knox, Mayer voting against.

Vidaver calls for council to vote for her THC regulations, saying it would bring us into line with the county and other cities, and allow regulation for eventual legalization. Mayer says that the county reg. only restricted age not the rest.

Ochowicz supports Mayer's amendment, calling the orig. version a ban on new THC shops downtown. Pritchett wonders whether regs could restrict location to behind counter in stores like pseudoephedrine - Vidaver said original version had those restrictions, but it was weakened.

Figueroa Cole doesn't support Mayer's substitute, says a lot of work has gone into ord. Her primary concern is for children, but supports restrictions on new shops close to youth facilities as long as there is grandfathering. Knox supports Mayer's substitute-concerned about impact on some districts

A great deal of confusion. Some alders seem to think that the ordinance would ban existing businesses in the distance regions. Vidaver states that there is a grandfather clause for ban in those regions. Matthews thinks it odd that we would have distance restrictions we don't enforce for alcohol.

Of note Vidaver has also called for more restrictions on the sale of alcohol in Madison. Mayer suggests that perhaps ALRC could regulate THC as well as alcohol. Pritchett asks Mayer whether THC products have "a history" (don't know what she means).

Mayer's version removes those two restrictions. Vidaver says that THC is a new product and so allows us to rethink our restrictions. She calls alcohol very culturally integrated in our community, but THC isn't.
