My approach would be to defer that decision. Get it right of one group, then make the decision on complexity.

If the components of the system are sufficiently well defined, and if their interfaces allow for reasonable decoupling, then scaling the whole system should be reasonably trouble free.

Reddit feels even more unwieldy for group interactions. I mean, there are "private communities", and there are "multi-reddits" (collections of subreddits) that could conceivably fit the brief. Though from a quick search, I'm not positive reddit still allows them...
But yes, that's a functional gap.

Nothing. But they are not as democratized, nor as widely distributed.

Also: consider who owns them, and how much they are trusted.

Also, also: the fact that both platforms just declared allegiance to extreme right wing ideology should be a clue.

Only reason they really want to ban TickTock is that the platform has allowed footage of war crimes to be widely distributed. They would prefer that kind of footage to be censored or carefully curated to match their message.
