2/ Alliance forces operate under military defense mandates, not domestic legal authority. Using NATO to “free up Border Patrol agents” is not only legally incoherent, it simply insane.

Understand the frustration. But.... impeachment requires a majority of the House of Representatives, and Democrats do not have that (let alone 2/3 of the Senate to convict). So there was, and still is, no plan that can work without Republicans.
