Your idea of separating responsibilities is a good one - the driver stewards could decide on the fault, while more 'legally minded' stewards could determine the penalty.
But we do need stewards who understand RACING.

every weekend where they answer any questions about decisions & penalties (or lack thereof) from the previous race, and how they align with previous decisions.
Subject to regular reviews of their quality of decision making, for things like understanding of rules, consistency, biases etc

I would suggest a permanent panel of 5 stewards, all of whom are ex racing drivers from global top level circuit racing series (WEC, F1, etc).
3 of them are selected per race.
At least 2 have to be the same from one race to the next. They must have a regularly scheduled Q&A with drivers & media
