A different take is the republicans can end the shutdown immediately by passing a CR that includes the priorities of the democrats and return to negotiating in good faith instead of their current "my or the highway" stance.

The republican leadership keeps saying the democrats can end the shutdown immediately, they simply have to pass the unacceptable CR. The republicans also refuse to negotiate and didn't include the democrats in drafting the CR.

The government shutdown is not simply about healthcare premium subsidies. That was the non-negotiable requirement for the continuing resolution.

Congress had from March, when they passed the last funding bill, until today to work this out. They failed to do so.
