We already have the civilian Crown corp - Defence Construction Canada, whose sole client is DND - that could be rapidly scaled up for something like this.

The recent growth in international students largely wasn't for actual universities - it was for Canada's lively diploma-mill-to-minimum-wage pipeline.
We could cut out the latter and leave the former completely intact. The problem is the diploma mills have taken the shine off of Canadian unis

The reason for this is even more maddening: the US big three airlines are credit card companies that incidentally fly planes. The cards and points are where they make all of their profit so their fare options are based on what converts people to credit card carrying loyalists.
