If you write news for AP or dpa, you're supposed to report the facts, what, where, when etc. Your job is to distill the 90 minute ramble into a news wire style story. You're not supposed to comment. So you end up reporting what he said. You try to make sense of it. That's the systemic problem.

Journos around the world fail to cover him. In fact he's normalized even more if you don't get to hear him rumble. It's a systemic problem, but not necessarily for the reasons you mentioned.

It's impossible to cover him on a factual basis. Every single day the headline should read. "President gave incomprehensible ramble full of lies and misinformation, showing his ignorance and declining mental capacity.
