George Orr is the average citizen, he dreams of a better life but is paralyzed by the fear of how his dreams and wants affect others around him even if he can't see it. His hesitancy to exert his influence and power allows the more powerful people in his life to usurp his power for their own gain

Haber to me was a reflection of the wealthy and powerful men of today who insist on creating in reality what they dream of, which is a world completely subservient to them even if it destroys that world. Haber uses a machine to create these dreams for George to implement, much like AI is used today
