For what it's worth I meant populist in the simple solutions for complicated problems sense, aimed at politically unengaged floating voters.

I'm quite familiar with the album, thanks. I literally have a copy of it on the wall in my office. It's semi auto-biographical of Roger Waters' personal educational experience in the 1940s and 50s; no doubt a poor one. To extrapolate from this that the UK hates children today is incredibly stupid.
