Not anymore. They've recently killed all the immigration programs that rely on French fluency exams to put you at the head of the line. It is pure lottery now (and you still have to pass the French exam if you get picked)

Also cancelled all options for reasonable permanent residency for foreign students who graduate from English speaking universities. Even if they prove their fluency in French.
