Was Black Phone 2 actively not good, or just the weakest?

As someone that LOVED Splitgate, this is one of those rare occasions where they didn't need to reinvent the game. Portal + Halo. It worked. Maps were good. If anything, maybe update mechanics, overhaul graphics, and add more maps. That's it. They tried to fix something that wasn't broken.
