B. The shutdown means the states are paying the servicemen and women because even though the government is ordering them to go, they won't be paying them.

A. The national guard have day jobs. They are supposed to be weekend warriors. They have families that they didn't want to commit to being away from so they chose to serve IN THEIR OWN STATES.

Yes my sister has dealt with this admins psyche terrorism for almost a year. Her job entails major protection of children which is the only reason she feels she can't quit.
