I ask this in good faith: Has anyone described where/how the money would be used? I don't doubt that it takes some $$ to close streets periodically (put up barriers, have cops navigate traffic, etc), but $16m/year seems like a lot of money to accomplish that.

It's mid at best. Maybe on an international flight it could be good but if you have alternatives watch those instead.

What's the inflection point between paying a qb's 2nd contract and drafting a new one. Just how good does a QB have to be to warrant the investment? It seems like the league thinks decent starter is the minimum, but should that line be there, or would teams be better off risking the draft?
