There is a chance some of the systems are still older, hierarchical systems instead of an RDBMS but even then he’s still wildly wrong.

I don’t work in the government, but I was in the USAF in the early 2000s as a database manager and some government systems still had a hierarchical database system. We transitioned to a relation system around that time. Not sure about SS.

I think it would be a great idea, mostly because every time the DOGE folks start posting details actual experts weigh in and generally refutes the simplistic narrative. “Multiple records with the same SSN” as “proof” of SSN frauds make me hesitant to ride in a Tesla.
