(I did read this before posting. I was simply answering the question. Good on them if they're paying out for ideas they mine.)

1. Read the submissions
2. "Oh that's a neat idea."
3. Do not select that submission for a win.
4. Come up with a "totally new idea" that absolutely has no connection to the rejected submission.

There's a reason why most professional writers WILL NOT read fan fic or story ideas. This is why.
