It's my understanding that Block V still uses it (TERCOM), and Ukraine would probably be getting Block III which are being retired and definitely use it.
Tomahawks have been making people nervous since 1983. They can follow internal terrain maps and so are pretty much unjammable. They hug the ground. The Russians know this.
