The WPA, CCC, TVA, FERA, PWA, NYA the SSA just to name a few.
The focus was relief, recvery, reform. FDR's 3 Rs

I don't know if it's still practiced but certain industries required screening for the Hep B & A antibodies.
A Greek study of the wastewater treatment plant workers showed ⅔ had markers for Hep A vs ⅓ in the control.
For the Hep B markers 1/3 vs 1/20th in the control group.
