The DOJ figured out how many staff the LAB would need to resource the Pact, and then gave them the funding for 50% of them. Plus, that was before the LAB got responsibility for "legal counselling" (whatever that will turn out to be.)

Parkrun isn't in itself it is being used by people who are. I haven't encountered anyone in real life who cares about this and only 2 people mentioned the stats thing to me.
