Yeah maybe. The question itself is about improving service. I think fares fit awkwardly. It’s not intuitive how fares improve service. Eliminating fares can reduce time for boarding but survey responders wouldn’t have that in mind. I think fares are of a different kind than the other options.

The anti-free bus people always cite a survey that allegedly shows that riders prefer better service over free buses. It’s worth scrutinizing the survey question and response options - the free bus option fits awkwardly, not an intuitive option. I think Transit Center did the survey.
