I always thought Dante's view on this in Inferno was a reasonable way for monotheists to address this. Virtuous "non-believers" who couldn't have known about Jesus were sent to Limbo, described as a place of "eternal longing". You weren't sent to hell, but you weren't permitted access to Heaven.
