SAG-AFTRA has no legal jurisdiction over Genshin VO as the game is Non-Union (not signed to a Union contract).
Most unvoiced characters are such because of a Collective Work Refusal, IE an unofficial effort by multiple cast members to require specific accommodations before they will return to work.
